Need to implement backend framework so frontend can get APIs to continue working on stuff

Although the API scheme is not finalized, we need to deploy a dummy backend to provide some simple APIs so the frontend could work on some real data.

I'm working on a flask app and will push a new repo to this project group in a week or two
