Possibly simpler version of #102
When the bot reconnects to IRC, it receives TOPIC for every channel and if there is connectivity/server issue, it will easily fill the groups and make following discussions difficult.
I label this as a bug, as I believe that the TOPIC should only be sent when the bot sees it automatically changing and if this wasn't a bug, I think that the bot would also send TOPICs on startup.
