Launching the Launcher (Start Menu) is- broken...

Issue
As mentioned on twitter (click here), the current implementation for opening the Launcher is broken. Details below.
Opening the launcher once, via the Start Button, activates the script for hiding the launcher whenever it's clicked outside of. The issue being that when the user then clicks outside the launcher- anywhere outside the launcher (i.e., the start button) it fires the script. Thus, after opening the launcher once- the Start Button becomes useless, and the launcher is forever hidden.

Potential Solution #1
Implement some sort of code that enables the launcher-hiding script only when the launcher is actually shown, and disables it otherwise. Thus, minimal changes should realistically have to be made.

Potential Solution #2
Replace the current implementation of showing/hiding the launcher, potentially one with less code.

Overall
I'm happy either way. I guess it stands to be seen what will work best, since the same thing will need to be done for the Action Center later on.
