Hover help tooltips

Add hover help tooltips to the UI. If we want to support tooltips with custom behaviour (e.g. for a help mode that toggles all the tooltips at once), then it may be necessary to do some refactoring in order for this to be practical. If not, then native browser hover tooltips could be used.
