Some modules can be really hard to stack. Especially as more and more modules are added.
How about making it so that when a game starts, or maybe a weekly rotation, or map specific, but certain modules are favoured, meaning theigh have a slightly higher weighting than normal. For example, +1 weight as long as the current weight is ≥ 0.

I'm going to reject the idea as this is confusing for the player, hard to balancee, and can lead to games that aren't as fun.
