converts binary radar product files from noaa.gov into JSON

only works with base reflectivity products (so far)

compile & install with:
    gcc radar2json.c
    sudo mv a.out /usr/bin/radar2json

test it with:
    curl -O http://weather.noaa.gov/pub/SL.us008001/DF.of/DC.radar/DS.p20-r/SI.kokx/sn.last
    radar2json sn.last
