Extracting assets unnecessarily re-extracts everything from all four game regions

Making a fresh build will attempt to re-extract assets from every single version of the game in the repo, even if said assets already exist. On slower machines, this can take an actual eternity. This behavior is unique to HackerSM64 and does not behave this way in base decomp or ultrasm64. The expected behavior should be reverted to match those without completely undoing the stuff that broke it in the first place (iirc stuff related to .local/share/HackerSM64 ROM sources and/or asset requirements amongst multiple versions?)
