Add endpoints for ISA create mode

Add an endpoint that accepts a JSON summarised representation of a study design (aka "design config") and returns the full ISA investigation object serialised either as JSON or as TAB

• The clients will specify the type of serialization they want, using either a header parameter or a request body parameter (TBD).
• ISA-TAB will be returned as a ZIP file
