Task: write a web service for maintaining customer financial accounts.

You need to implement the following commands:

1. Registration of the client full name and date of birth.
2. Checking the client's balance.
3. Accrual/Debit of the specified amount from the client.
4. Write a unit test for multi-threaded accrual and checking balances:
   • preparation for the test - registration of 50 users.
   • execution in 10 streams of accrual/debit to these users.

You need to use WebApi and EF.
