AltimeterHorizontalPosition patch causes state inconsistencies with vessel filters

In a nutshell : vessel filter customization applied in the tracking station keep being applied in the flight scene map view, despite the UI showing the default filters. Likely happening because we disable the filter GO while in flight mode.
