Update Incline CI to use ROCm 5.6.0/6.0.0

#676 identified how Incline is now failing CI due to unclear errors. We should do the following:

  • Upgrade to the latest ROCm major version of choice on Incline
  • Separate CI pipeline status information per CI target system like Re::Solve / ExaGO
  • Upgrade RAJA / Umpire in the same swoop, as they have CI passing with latest major ROCm versions

Perhaps this can be separated into separate issues.

Other potentially relevant issues that can be closed through this effort:

  • #667
  • #656 (Newer ROCm probably plays nicer with Ginkgo...)

Since #688 removed PNNL CI, we should also add back testing for other PNNL clusters in closing this issue.
