How hard would this be?

I've totally ignored Perl but know my way around in JavaScript.

Maybe you can better request this over at https://github.com/CDrummond/lms-material, as that is the web interface where more development is happening.

What do you consider the "browser title" anyway? I have tab names. Is this what you're referring to?

Material skin already has this as an option - add setTitle=1 to the url e.g. /material?setTitle=1
However, there are limitations described in the documentation - see
