ROS wrapper for oadrive

This is a package full of wrappers around the Open Autonomous Driving package (oadrive). It makes the oadrive functionality available in the ROS ecosystem. Use adtf_ros to make the hardware interface available in ROS and connect it to oadrive.

This is the initial release. More detailed documentation will follow.
