[DAO] Investigate DAO tooling for Taraxa

Reasoning

To manage the protocol we need a DAO setup. Currently, the DAO landscape is empty on TARA and we have no knowledge of DAO tooling besides Snapshot, which is only a proposal management portal.

Deliverable

  • A presentation to the team about the tools we can migrate/use to deploy and manage our DAO.
