What is certain is that Vine will not launch any proprietary API. You should use FoliaAPI, FoliaLib, ShreddedPaperAPI, or MultiLib (for Folia, there is no GlobalRegion scheduling) to develop plugins.
ShreddedPaper/Vine is completely different from Folia. Players' operations will still have a certain impact on other players, instead of the areas in Folia being completely unrelated (most of the time).
Vine is a fork of ShreddedPaper, redistributed under the GPL-3.0 license . Supports multi-threading.
LevelBukkit is a fork of Luminol/Folia, republished under the MIT license. Multi-threading is supported.
