Catch signals and dump history/persis_info

Currently history and persis_info is dumped on exceptions, but if a job is killed by a signal and libEnsemble has not set a max_wallclock exit criterea, then data may be lost. For example if a job runs out of time or is killed (e.g., by scancel in SLURM).
