Adds some extra commands for 079 when leveling up
When 079 gets to level 2, a message will appear (customizable from the .config) telling the player they can use .079noise to play a sound throughout the facilty
When 079 gets to level 5, a message will appear (customizable from the .config) telling the player they can fake a MTF spawnwave by having C.A.S.S.I.E pick random NATO words and numbers from the .config and play them
The allowed NATO words are : "NATO_A", "NATO_B", "NATO_C", "NATO_D", "NATO_E", "NATO_F", "NATO_G", "NATO_H", "NATO_I", "NATO_J", "NATO_K", "NATO_L", "NATO_M", "NATO_N", "NATO_O", "NATO_P", "NATO_Q", "NATO_R", "NATO_S", "NATO_T", "NATO_U", "NATO_V", "NATO_W", "NATO_X", "NATO_Y", "NATO_Z"
And I suggest the numbering be through 1-15
