[3pt] Stop the code if no HEC-RAS model conflates

In V1, we made a PR #101 to stop the code if none of the HEC-RAS models conflate. This is important because without stopping the code with appropriate error message, figuring out the subsequent crash would be hard. Need to add this check also for V2 in Step 2.
