Yara Rule Initialization Issue

Hello,
As seen in screen shots, pip modules are all up to date. But there is a problem about yara rule initialization. It may can be a yara-python issue. OS is RedHat. It runs fine on Debian 9.

YARA was built on that system without OpenSSL - rebuild with OpenSSL
