Surround with CSharp
Brings support of surround-with functionality to vscode for C#. Inspiration comes from from Visual Studio 2019.

- You can surround you code based on two approaches:
- Trigger snippet insertion as a Command
- Trigger snippet insertion as a CompletionItem
