I am using win10 and have installed J-Link driver. Such ERROR do not always occur, and sometimes they can succeed.
It appears when i plug in a new J-Link USB device.

Sometimes it can work again after more than half an hour.

We are still ironing out some hard to track bugs in our low-level libraries. nRF Connect for Desktop 3.9.1 fixes some of them, so you might want to give that a try: https://github.com/NordicSemiconductor/pc-nrfconnect-launcher/releases/tag/v3.9.1
