Trying to find out whats up with the EBI ftp pages..

Does not work:
ftp://ftp.ebi.ac.uk/pub/databases/chebi/ontology/chebi.owl
Works:
http://ftp.ebi.ac.uk/pub/databases/chebi/ontology/chebi.owl

Seems to have been a temporary fail because of EBI infrastructure.
