uswest: package data

which also has the benefit of being fully versioned (see commits) so any changes are fully documented (and typically referenced in ohicore issues, like #105). We're migrating as much as possible to this Github model, which allows anyone to easily "fork" the entire repository into their own user space, make changes, and suggest edits back (in the form of a "pull request"; this approach is called the fork and pull model). It also automatically provides a Download ZIP option for the latest files without any extra work. This is all rather technical, but has great utility for any regional efforts that want to borrow from existing work. We'll share much more on all this by the end of the month, but here's a little taste from Israel notes last week.

Good point. I just added the live link to ohi-science.org front page. I decided the browsable web site with the Download ZIP button is preferable to linking directly to downloading a zip. While I don't foresee the link changing, the ohi-science.org is the most reliable starting point. You can direct the web browser to the Data section by using this link: http://ohi-science.org/#data.
