Create a Loom install script for Windows

The loom setup instructions still relies on the Dependencies folder in LoomAux. This creates a support issue, as that folder must be maintained with updated versions of the libraries.

Describe the solution you'd like
A setup script has been created for Mac and Linux machines which automatically installs the latest versions of the appropriate libraries. If this setup script could be replicated on windows (using batch, powershell, or git bash), then we would no longer have a need for the LoomAux dependencies folder.
