put a polyfuse on the 3.3 V supply running out the endcap, so that a short-circuit there doesn't bring down the rest of the ROV.

Controller Board revision 2.7 added a second 3.3V power supply- one powers the homeplug adapter, the second powers the I2C bus and instrumentation. So shorting the external 3.3V rail will not bring down the homeplug adapter.
