PandABrick: tidy up sfp_pand_sync

For PandABrick, a separate module has been included for the ultrascale panda_sync.
Whilst the IP needs to be different, a lot of the code should be common. Options

  • Keep as separate modules but move protocol files to 'common'
  • Merge all the IP into a module wrapper.
