Change deployment URL to use api.envurl URL

Right now it's using the same base URL as the webapp:
dev.devpathmind.com/id6908
Let's switch it to use the API subdomain:
api.dev.devpathmind.com/policy/id6908
or api.pathmind.com/policy/id6908 for prod
