Proposed change for BIOPAX_CONVERTER_URL from https://biopax.baderlab.org/convert/v2/ to http://www.pathwaycommons.org/convert/.
Related: Dockerized instances currently use a local instance but can (and should) be updated to use to use this external instance.
Related to https://github.com/PathwayCommons/factoid-docker-config/issues/63
