Allow "swapall" command to be voteable rather than require admin

The swapall command switches the team names around so players on red are now on blue etc.
Currently this command requires admin rights.
This would be useful to be voteable (ie like rpickup) as it is often used in CTF games to swap bases, red spawns on one side blue on the other
