REQ Add default matchtag prefix

For events it would be nice to have default matchtag prefix, e.g. sv_matchtag_prefix "PL LAN 2022 - ". That way all demos for an event would get tagged appropriately. The players would only need to specify the tournament, e.g. /4on4 4on4 semifinals to get the match tag "PL LAN 2022 - 4on4 semifinals".
Even better might sv_matchtag_prefix "PL LAN 2022" and sv_matchtag_separator " - ", which should skip the seprator, when no further tag has been specified, to avoid tags like "PL LAN 2022 - ".
