Describe the bug
Some commands can make server restart without a vote, like botcmd enable/disable

To Reproduce
Steps to reproduce the behavior:

  1. type botcmd enable or botcmd disable
  2. type practice
  3. type race

Expected behavior
Should ask for a vote to enable/disable botcmd if more than 1 person on server

What actually happens
Server restarts the map immediately without anyvote even if there are lots of people on

Environment(please complete the following information):

  • Operation System: [e.g. Windows, Linux, ...]
  • Processor Architecture: [e.g. x86, x86_64, arm7, ...]
  • MVDSV Version: mvdsv 0.35 antilag r115
  • KTX Version: 1.41 beta antilag r115
