rp_config doesn't create clumper_info

The list of logs created by ./rp_config (line 1491) is missing the clumper_info log used by clump_nav3. Adding $conf{loloc}/clumper_info to that line of rp_config should fix that issue.
Relatedly, clump_navi references $homedir/clumper_info. Since this specifies the home directory, it may or may not end up being the same file clump_nav3's log. Not clear whether it's desired to have these two clumping scripts use the same log? In either case, the log for clump_navi should probably exist in the designated $loloc rather than the home directory.
