Investigating adding Bazel build system configuration to the project

Investigate possibility to add a Bazel build system configuration to allow building libbase with at as well as integrating it within external projects that do use Bazel as a build system.

The good news here is that GLOG (currently the only hard dependency) is already using Bazel as well.
