Update VBET BL V1 & Symbology

Continuing to update the V1 BL and the symbology to transfer over to V2 #544

• Change all references of "active/inactive" to "low-lying/elevated"
• Develop DGO metric symbology
• Add “without channel” to Categorized VBET 3-class
• Take DGO metrics out of the Sample Frames, put under “Sample Frame Metrics (DGO)”
• Make IGOs bigger when zoomed in

• Change the Est. Prop. of VB Elevated to other breaks and remove inactive
• Change the Moving Window Distance to Moving Window Analysis Distance
• update values for moving window analysis distance
• Acres per mile and Hectares per kilometer - move to top of list and have subfolders on bottom
• Add the subfolders for acres/mile and hectares/km with low-lying, elevated, low-lying without channel
