Hide the true game state in the first 15 seconds after a goal / transition to playing

The implementation is different, but I would say it is not fundamentally more wrong than before. The biggest difference is that the delay can be shorter than 15s now if some action occurs that the robots must get, but which would be illegal in the hidden state.
