Start Draw Voting appears to make the game fail

Describe the bug
After pressing Start Draw Voting and at next turn, the game appears to desync.

To Reproduce
Steps to reproduce the behavior:

1. Multiplayer game (me and samanta used Hamachi)
2. On your turn, press Start Draw Voting
3. End turn
4. Game desyncs, gives option to attempt resyncing
5. Capturing on one device is not mirrored on the other device

Expected behavior
No desync

• Version: IDK, latest?
• Active Mods: Osprey CO, but seeing as it works completely fine otherwise and does not touch draw voting this might be a vanilla issue
• Game Version v36.2

Me and Samanta wanted to play multiplayer, Samanta offered draw which desynced, retested today
