pip install -r requirements.txt
createdb opencivicdata
export DATABASE_URL=postgresql:///opencivicdata
pupa dbinit us
pupa init YOUR_CITY_SCRAPER

Before submitting a PR, please run pupa update YOUR_CITY_SCRAPER
