Update lassen to optionally include floating point support

Change top level lassen to a generator that takes in a parameter indicating FP support.

Most of this code is already in branch garnet-integration

We also want parameters for enabling the registers at the inputs, and the configuration of the registers (config_data, config_addr, and config_en inputs, config_read_data output).
