This code imports the GPT-3 model, which was trained by Microsoft and the DialoGPT-medium version is being used here. Then, it creates a tokenizer that is used to encode the input text and decode the model's response. The input text is defined and then passed to the model's generate() method to generate a response. The response is then decoded and printed.

Please make sure that you have the transformers library installed and also to install the specific version of the model you want to use using the command !pip install transformers

It is also worth noting that this code will download the model and tokenizer from Hugging Face's servers the first time it is run. Subsequent runs will use the cached version.
