Add Robot Implementation of "End Game"

Similar to the autonomous and periodic. Would need to track driver station time? which is only guaranteed to be close - or maybe have something pressed by one of controllers. Need to add a callback or something to notify code that wants to know. Would allow changing the default commands to support a different mode of play.

Partial implementation now with determiner and setting boolean endGameState.
