Out of memory errors occuring in Out of memory handlers

In Red Alert, it's possible to run out of memory when displaying the "Error - out of memory." message box, which results in Memory_Error_Handler being called recursively until eventually the stack is exhausted.

In the DS port we just hang if a OOM error happens. I think no port should rely on this message for anything other than saying that something went wrong.
