On Arch or Arch-based distros you can install xcursor-breeze-neutral-git from the AUR
Otherwise use the following:
git clone https://github.com/TheScrawl/xcursor-breeze-neutral.git
sudo cp -r xcursor-breeze-neutral usr/share/icons/
