Simple NCO (Numerically Controlled Oscillator) to generate the Enable signal for an specified frecuency.
Uses a 20bits counter/resolution. As parameters requires input and output freq, both in Hz.
Use the enable output, besides the system clock, to get the desired frequency in your modules.
