I recommend you use Spyder which comes with the Anaconda suite as an IDE.
Important. You must get the openCV2 or openCV3 package. I developed this with openCV2.
In Anaconda open the cmd line tool and type "conda install -c menpo opencv".
I have also attached nessary libraries needed to run.
