Display tfenv Version Files

This GitHub action will crawl a directory structure and create a report of the presence of .terraform-version files and associated version numbers for each sub-directory. The report generated respects the hierarchical nature of the file located in parent directories. The .terraform-version file works with both tfenv as well as tfswitch.
