A plugin to restrict weather by Tux2, original source by xPaw.
If there is no permissions plugin it defaults to OPs only for commands.
Permission nodes: RandomWeather.rain - Can use /rain command RandomWeather.thunder - Can use /thunder command RandomWeather.clear - Can use /rainclear and /clearrain command RandomWeather.stats - Can use /weatherstats command
