Incorrect permissions description

There is a permission list with a description that may not be correctly written. I copy a part of it here:

At the left is the permission name, and the description right to it. We just focus on the description part as you can see in this screenshot.

I wonder how could we write it better so it is grammatically correct and also easy to translate. ie, would it be enough if we add the subject of the sentence ?

ie:

• "can change the settings of owned virtual machines."
• "The user can change the settings of owned virtual machines."

Does the localization library support placeholders? That could make life easier..
