Who is responsible for the ARL GitHub site

In the DISTRIBUTION METHODS section, it is stated:

The ARL GitHub site is the RECOMMENDED method, but is not the only method.

It is not clear who the PD needs to contact to make that happen. Please be more specific, for example:

• Contact Bob at bob@arl.gov to set up a GitHub repo for you.
• Contact your XYZ manager, they know who to contact to set up your GitHub account.
• Contact ABC department to get access to the USArmyResearchLab GitHub repository so you can create a repo yourself.
