Download release ZIP, extract, and paste the entire folder into the UnrealTournament/Plugins/ folder of your UTEditor installation.
Make sure the result path looks like this :
UTEditor/UnrealTournament/Plugins/UTEditorPlus/Binaries/Win64/UE4Editor-UTEditorPlus.dll
