C++ translation for nodecore repo

This is work in progress... and a starting point for C++ apps building on Veriblock.
Was developed using CLion/Mac OS
TODO:
- clean up warnings
- add unit tests (Catch)
- add header decorations
- review copyrights
- confirm cross platform compatibility - Windows etc
- finish translation of remaining classes (commented out in project file)
Contribution guidelines:
- Log an issue, fork repository (optional), create a feature branch from develop branch, reference issue# in the branch name.
Example: feature/17 - Commit commnents should referense issue# in square brackets.
Example: [17] - test commit - Push code changes into feature branch and create PR into develop branch. Assign reviewer.
